Why would a car that has 38k miles need a complete repaint. First - makes ya think it is 138,000 or more

or

it was damaged so terribly the entire car needed replaced bodywork including incorrect bumper, incorrect grill and side mirrors (look aftermarket) ...
So probably required a front clip and they decided to use one from a 71/2 car? Hmmmm.

Car sure looks super rusty!

That is the car with a later model steering wheel (about 1974- 1978 - that one is possibly from a pickup).
