Rebuilding 2100 carb but stuck with setting float

Pretty straight forward rebuilding 2100 carb for first test start for my 351c 2v.
  Until i got to the float , the directions from my rebuild kit has a 90° paper measuring tool. I read it a few times but i just dont get it.

Maybe this will help

The dry setting is 7/16" and the wet setting is 13/16"
