c4 transmission ?

i have a 1971 c4 transmission and when i removed the speedometer gear  and put my finger in the hole it seams to be dry inside the tail shaft section is this norman or should it be full ?  the trans is full of fluid

not 100% on this but I believe if it has been sitting for a while it would appear to be almost dry as the oil has had time to drip back down to the lowest point.

Trans fluid will fling up to lube it as its driven. Should not be full up to the hole! That would be bad.
